Abstract

This article examines the characteristics of financially independent higher education
institutions as competitive actors within the higher education system. The theoretical foundations
of financial autonomy, global trends, and international experience are analyzed. Special attention
is given to the specific features of higher education reforms in the Republic of Uzbekistan aimed
at expanding financial independence. The study concludes that financial autonomy enhances
competitiveness, management efficiency, and the quality of educational services
