The article examines digital tools for managing regional tourism and the conditions under which they produce managerial and economic effects. The aim is to systematize digital tools and to develop a method for assessing the digital maturity of a regional tourism system that is suitable for empirical testing. The paper proposes a classification of tools by management function (planning, organization and coordination, promotion, monitoring and control, service); an integral digital maturity index of five indicator blocks, with a specific list of indicators, units, data sources and measurement procedures; and a typology of regional systems based on the balance between "showcase" and "managerial" digital solutions. A working hypothesis is formulated that the effect of digitalization is determined by the degree of integration of tools into the strategic management loop and by the quality of management data, rather than by the number of implemented services; a protocol for testing it on panel data for 14 territorial units of the Republic of Uzbekistan for 2019-2024 is developed, taking into account the small sample size and the endogeneity problem. Four groups of effects (managerial, economic, social, territorial) and five groups of constraining factors are identified. Recommendations for regional tourism authorities are formulated.
