Abstract

This article examines the comprehensive improvement of economic mechanisms for
stimulating regional exports using the Bukhara region as an example. The objective of the study
is to develop a system of interconnected mechanisms that provide export enterprises with access
to financial resources, manage foreign trade risks, reduce logistics costs, and adapt to international
standards and the requirements of foreign customers. The study draws on materials from the World
Trade Organization, the World Bank, the OECD, the UNECE, the Berne Union, the International
Trade Center, regulatory legal acts of the Republic of Uzbekistan on export support, as well as
information on the activities of export credit and insurance institutions. Based on a systematic,
comparative, institutional, and logical analysis, matrix assessment, and the use of integral index
methods, the article identifies areas of pre-export lending, factoring, leasing, credit guarantees,
export insurance, hedging, development of logistics infrastructure, and acceleration of export
readiness within a single export ecosystem. As a result, it is proposed to strengthen the credit
guarantee mechanism for the Bukhara region, use a matrix of derivative instruments corresponding
to export risks, establish a free customs and logistics zone (Porto Franco) integrated with Navoi
International Airport, create a satellite terminal (Bukhara Export Gateway), and implement a
"Procurement Acceleration Center" based on foreign consulting and business networking services.
An "Export Readiness Index" has also been developed for selecting enterprises. The proposed
mechanisms serve to continuously support the regional export value chain from production to
foreign buyers, reduce export costs and risks, increase the share of high-value-added products, and
diversify export geography
